The official site of the Crown Prosecution Service.
Ultimately responsible for the administration of justice - including the police and courts. One of the jobs it does is the approval of speed measuring equipment; these approvals are described in its website.

The Driver and Vehicle Licensing Agency is an Executive Agency of the Department for Transport.

The Department for Transport, Local Government and the Regions has published the Highway Code on their website.
The Independent Police Complaints Commission is responsible for supervising the investigation of complaints against the police (but not for carrying them out - that's still done by the individual police forces.
